Health Canada regulates cosmetics under the Food and Drugs Act and the Cosmetic Regulations. All cosmetics sold in Canada must be notified to Health Canada, and manufacturers must maintain a Cosmetic Notification Form with the ingredient list. Canada maintains a Cosmetic Ingredient Hotlist that identifies substances that are restricted or prohibited in cosmetics.

The Other Side
Health Canada's cosmetics regulations are generally considered stronger than the US FDA's but less comprehensive than the EU's. Some advocates argue the Cosmetic Ingredient Hotlist could be more restrictive. The notification system is simpler than the EU's but provides less pre-market scrutiny than some consumers would prefer.
